While Brussels for a two-day summit, British PM Theresa May said EU citizens who had lived in Britain for five years would be entitled to healthcare, education, welfare and pensions just like a UK national, but it remains unclear what other rights they will have, including if they can bring family members.

She also promised that no EU citizen in the UK at the time of Britain’s divorce from the bloc, scheduled for April 2019, would be deported immediately.

May said her offer “aimed at giving as much certainty as possible to citizens who have settled in the UK, building careers and lives, and contributing so much to our society”.

Austrian Chancellor Christian Kern said: “It is a first good step which we appreciate,” adding that “many details are left open. A lot of European citizens are concerned and not covered by May’s proposal. There is a long, long way to go for negotiations."

German Chancellor Angela Merkel said May’s offer was "a good start" but added that many questions remained.

May said more details would be delivered on Monday. (vb)
