Polish anti-terror law praised by hybrid threat expert: report

Polish anti-terror laws have been praised as a model for creating legislation in other EU and NATO countries, according to a report.

The Polish public television broadcaster’s tvp.info website reported on Tuesday that the Polish law had been singled out by an official at the European Centre of Excellence for Countering Hybrid Threats (Hybrid CoE).

The centre describes itself as a hub of practitioners and experts building member states’ capabilities and enhancing EU-NATO cooperation in countering hybrid threats.

Best practices

Jukka Savolainen, the director of a group at the centre focusing on analysing vulnerabilities and resilience, highlighted Polish anti-terror laws during a meeting of countries belonging to Hybrid CoE held in Brussels in November, tvp.info reported.

He praised the Polish law as an example of best practices, tvp.info added.

Stanisław Żaryn, a spokesman for Poland's security services chief, was cited by tvp.info as saying: “While working on the provisions of the ‘anti-terrorism law,’ we were aware that we were creating modern legal solutions for the active combating of terrorist threats in Poland.”

Poland 'setting the pace'

Żaryn added, as quoted by tvp.info: “During public debate in Poland, those who drew up the bill were very strongly criticised for constructing allegedly dangerous solutions for Poland and its citizens. We are all the more pleased that the Polish regulations have been rated so highly by the [Hybrid CoE] centre. It is Poland that is today setting the pace in terms of anti-terrorism regulations in Europe.”

Hybrid CoE member states comprise Poland, Austria, Canada, the Czech Republic, Estonia, Denmark, Finland, France, Germany, Italy, Latvia, Lithuania, the Netherlands, Norway, Spain, Sweden, the UK and the US.

Hybrid threats are actions that are coordinated and deliberately target the vulnerabilities of democratic states and institutions, according to Hybrid CoE.
