Neff on Tuesday completed a 100 km route, starting and finishing in the southern Polish mountain resort of Zakopane, one minute and 31 seconds ahead of Brazil’s Flavia Oliveira.
The top-placed Pole was Ewelina Szybiak, who finished fifth.
The race ends after two stages on Wednesday. The cyclists are competing in an individual time trial over 4 km, followed by a 78 km route through the highlands of southern Poland.
