Waszczykowski spoke about the decisions made by NATO during the Summit in Warsaw in July last year, saying that NATO decided to deter Russia by strengthening its eastern flank.

“The problem is that whatever we offer to [Russia's President Vladimir] Putin right now will be rejected, because he needs us. He needs enemies ... He needs us as a kind of a scapegoat, as an excuse,” Waszczykowski said.
