The Polish government had been working on introducing a new fuel charge in order to fund road building and maintenance, but it backtracked last week in order to work on a better solution.

A so-called “road charge” of 20 groszy per litre of petrol and diesel would be paid by fuel producers and importers if the bill to create a Local Roads Fund entered into law.

The opposition voiced concern that the charge would increase the price at the petrol pump.

Piotr Stępiński, an expert from the BiznesAlert.pl website said that "it is easy to understand that every proposal which would increase the fuel excise, meets doubts and opposition because it simply means that every driver will pay more at the fuel pump."

He said Poland should consider "using the already existing taxes included in the fuel price" instead, to funnel money for roads maintenance.
