One woman died as a result of the incident, and another remains in intensive care.

According to Krzysztof Kopania, a spokesman for the District Prosecutor's Office in Lodz, the suspect claims he has no recollection of the incident.

However, the 62-year-old said that numerous applications he had filed at the social welfare centre were rejected.

The incident occurred shortly after 1 pm on Monday.

According to witnesses, the man entered the municipal centre and doused the women with a flammable liquid, and then set them alight.

Some members of staff were able to flee to the roof of an adjoining building.

Besides the murder charge, the suspect is also being charged with 'attempted murder ''with extreme cruelty'', as well as endangering the lives of many people through causing a fire.

If found guilty, the man could serve a life sentence. (nh)
